[Excursion] Improve the loyalty of the people in the city. When recruiting, the higher the loyalty of the people, the more soldiers will be recruited. When the loyalty is 0, no recruiting is allowed;
[Governance] When a disaster occurs in the city, it must be dealt with in time, otherwise food and tax revenue will be greatly reduced;
【Search】Search for the wandering generals and props in the current city. Items can improve strength and intelligence;

2. Barracks
