Synopsis
In 2018, the Japanese national team finished the soccer World Cup in the best 16 for the first time in eight years since the 2010 tournament. In order to train strikers who will lead Japan to victory in the World Cup, the Japan Football Union will launch a blue prison project for 300 youth FWs and build a facility called Blue Rock. Under the condition that those who are disqualified will be permanently disqualified from joining the Japanese national team, Kiyoshi Seiichi, an unknown high school player, challenges the test imposed by Jinpachi Eshin, who has full authority over the project, in order to become the world's best striker.
In the final match of the Saitama High School Soccer Tournament, the ball is handed over to Kiyoichi, a sophomore high school forward, aiming for the goal. Kiyoshi gave a pass to a teammate in front of the goal, but the goal was missed, and the opposing team's Ryosuke Kira scored a goal and lost. That night, Kiyoshi, who regrets missing out on the national championships, receives a notice from the Japan Football Union that he is a designated player to strengthen.
