All fiqh scholars from four schools of thought (Hanafi, Maliki, Shafi'i and Hambali) agree that women who are menstruating are prohibited from having sex.

Its prohibition is stipulated by Al-Quran Al-Kariem as follows:

They ask you about menstruation.

Say: "Menstruation is excrement." Therefore you should keep away from women during menstruation; and do not approach them, until they are pure. When they are pure, then mix them where Allah has commanded you. Indeed, Allah loves those who repent and loves those who purify themselves.. (Surah Al-Baqarah: 222)
