Noorderhaven in Julianadorp is the place name of an institution that offers shelter to the mentally handicapped and mentally ill.
It was where most of the junkies and dealers lived.
Because of the reception of people with serious behavioral problems, the organization has come into a negative image and the majority of the residents are seen as the scum of society.
Due to the limited supply of labor for this target group, the majority of residents have ended up in the drug trade and serious crime.
